Well, that's because people in the NW are born in the NW, live in the NW, stay on in the NW and die in the NW. So they don't really need to make new friends, interact with other people, etc. A lot of people here also have never really travelled outside of WA or OR, because:

"Everything that I possibly want is right here in the great, beeeautiful Pacific Northwest!"
