You sound like a very nice person who is not ill mannered or uppity. I don't know why you don't follow up on making new friends, but this seems to be a huge problem here and all too common.
Shyness is related to fear, so it may behoove you to take a good look at it. At least you don't use it as an excuse like the average northwesterner.(We all have our flaws!)
